As a former healthcare executive, Mr. Corbett supervised the planning and construction of capital projects exceeding $35 million, including the development and contract management of two skilled nursing facilities. As a consultant, Mr. Corbett conducted a comprehensive feasibility study for redevelopment of a 19-acre congregate living/skilled nursing campus, and advised clients on a variety of planning, budgeting, operational, and organizational issues. Mr. Corbett was a member of the American College of Healthcare Executives for several years, where he attained Diplomate status.

With his management and consulting background, Mr. Corbett's legal practice has included acting as general counsel for several healthcare clients, advising them on a broad range of general business and corporate topics. He has worked extensively with institutional clients on a variety of planning, development, governance, organizational structure, management, and corporate compliance issues. He has frequently led ad hoc legal teams, bringing together attorneys and other professionals to assist clients with complex, multifaceted projects.
Healthcare Law

With his extensive background in healthcare planning and operations, Mr. Corbett understands the unique needs and challenges facing today's healthcare providers. He has represented hospitals, nursing care institutions, assisted living facilities, individual physicians and group medical practices, ancillary health services providers, healthcare consultants, and medical billing companies.

He advises healthcare clients on a variety of legal issues: applicable procedural and substantive law and corporate compliance; organizational structure, governance, and management; malpractice and risk management; provider/payor relations; and delivery of health services, including informed consent, patient rights, privacy/confidentiality (HIPAA), and advance directives. Mr. Corbett has significant experience in drafting contracts between and among healthcare providers, vendors, and others, as well as in representing healthcare clients in contract disputes and other litigation and administrative matters.
Administrative Law

Healthcare businesses and professionals, as well as many non-healthcare businesses, are regulated by numerous state, federal, and local government agencies. Mr. Corbett represents clients before regulatory boards and agencies regarding licensure and certification, regulatory compliance, assessment of civil monetary penalties, and enforcement and disciplinary actions. This representation has included assisting clients in their applications for initial or renewal licensure and certification, as well as advice on strategy and negotiations when clients are confronted with potential enforcement actions and representation at administrative hearings when such action has been taken.

Mr. Corbett has assisted clients in matters involving such administrative agencies as: the Arizona Department of Health Services, the Arizona Attorney General's Office, the Office of Adult Protective Services, the Arizona Medical Board, the Arizona Board of Osteopathic Examiners in Medicine and Surgery, the Arizona State Board of Nursing, the Arizona Radiation Regulatory Agency, the Arizona Board of Behavioral Health Examiners, and the Registrar of Contractors.

Mr. Corbett advises clients on procedural and substantive administrative law and works closely with professional and institutional clients to develop appropriate policies and procedures to ensure regulatory, licensure, and certification compliance.
Civil Litigation

Mr. Corbett is experienced in all stages of civil litigation. His focus on litigation was enhanced early in his career, when he had the opportunity to attend the Arizona College of Trial Advocacy. He was also a member of ASU's National Moot Court team during law school.

Mr. Corbett advises clients in pre-litigation dispute avoidance and preservation of litigation positions. He has litigated a broad spectrum of cases, including commercial disputes, employment matters, commercial and professional contracts, guardianship, condemnation, professional liability defense, and other tort matters. During his tenure as a contract hearing officer for the Arizona Department of Health Services, he adjudicated more than 50 cases on licensing and civil penalty matters, as well as coverage under the state-wide behavioral health system.

Mr. Corbett views litigation as a last-resort option. He works aggressively with clients to achieve cost-effective outcomes, including reasonable settlement whenever possible. He is an advocate of voluntary alternative dispute resolution (i.e., arbitration and mediation), having frequently served as both a court-appointed arbitrator and a Judge Pro Tem mediator for the Maricopa County Superior Court.
